In June 2011, Stéphane Richard signed the "Inter-company relationship charter" developed jointly by the Médiation du Crédit et la Compagnie des Dirigeants et Acheteurs de France [French Credit Mediation and the Company of Directors and Buyers] (FASC).

This charter defines a set of principles around 10 best practices in order to build a balanced and sustainable relationship between major purchasing advisors and their suppliers.

The "10 commitments for responsible procurement" are:
  1. Guarantee fair financial treatment for suppliers
  2. Promote co-operation between large contractors and strategic suppliers
  3. Reduce the risks of mutual dependence between contractors and suppliers
  4. Involve the large contractors in their sector
  5. Evaluate the total purchase cost
  6. Incorporate environmental concerns
  7. Corporate regional responsibility
  8. Purchases: a function and a process
  9. A purchasing function tasked with steering the supplier relationship as a whole
  10. Define a consistent purchaser remuneration policy

The 10 points of the charter are a continuation of what has already been achieved within Group Global Procurement & Supply chain: a structured procurement methodology (governance, Total Cost of Ownership (TCO) approach...), training our buyers, supplier performance measurement tools: QREDIC®, Corporate Social Responsibility audits and commitments...

The procurement function is, by its privileged position, the real architect of customer/supplier relationships. It is the interface for the company's various partners (decision-makers, R&D, HR, quality, suppliers...). Today, competitiveness requirements require the customer/supplier relationship model to be recast to make it more collaborative.

Orange, aware of these issues (the signing of the charter is an illustration of this), associates its purchasing advisors to the charter of commitments in advance, as they carry much of the operational relationship with suppliers (especially VSEs and SMEs).
